A statute is a law passed by the Legislative Branch of Government. A regulation is a direction adopted by the Executive Branch, which has the binding effect of law. Congress sometimes passes generalized laws and then empowers a particular department of the executive branch to make regulations to implement the intent of the general law. The Judicial Branch is the branch that ensures that laws and regulations are within the constitution, and enforces the laws of the land.
