This individual does a comprehensive review of a customer request for proposal. He/She examines the Statement of Work, the specification requirements, contract terms and conditions and the contract type. As the lead person on the cost proposal, this individual will coordinate labor, material, subcontract, travel, etc. All costs are estimated and priced out by cost elementin the required contract format. As leader of the cost volume, this individual will assess the competition, the contract risk, the performance and schedule risk and then formulate the pricing strategy to win. This individual will then advise management of the pricing strategy.
