Cost Estimating Policy

1. BACKGROUND

1.1 GovC plc, through its subsidiaries, conducts extensive business with the US Government (USG), both directly with US military agencies (and other government agencies), and indirectly through prime contractors. As a result, GovC is subject to the provisions of numerous USG contracting rules and regulations, including the Federal Acquisition Regulation (FAR) and Department of Defense FAR Supplement (DFARS).

As with many large multi-national corporations, GovC has many organizations providing estimates, pricing, and proposals to the USG. As such, this policy and GovC Cost Estimating Standards have been established to ensure adherence to applicable governmental regulations.


2. PURPOSE

1.1.1 The purpose of this policy is to establish standards to which all GovC employees are to follow in preparing estimates, pricing, and proposals for the US Government


3. SCOPE

This policy is applicable all GovC Offices preparing estimates, pricing and proposals to the US Government.

4. POLICY It is the Policy of GovC, PLC and its’ subsidiaries and affiliates to complete estimating, pricing and proposal actions in adherence to GovC Cost Estimating Standards.

5. BASIC REQUIREMENTS All GovC entities must follow the GovC Cost Estimating Standards in any estimating, pricing, and proposal actions. GovC entities are encouraged (when necessary) to have specific procedures and estimating guidelines within their respective entities. Those estimating guidelines, need to:

1. Be within the framework of the GovC Cost Estimating Standards, 2. And can be more restrictive, but cannot be less restrictive than those Standards.
