Communication costs include all the costs of communication. Unless the information being communicated relates to an unallowable function, the costs are allowable. Communication costs are not addressed specifically in FAR 31.
Allowable or Unallowable
Generally allowable if reasonable and allocable, and the nature of the information being communicated is not of an unallowable nature.
