MOCAS is system that the US Government uses to manage it's contracts. It is a DoD system, and provides contractors with extractions of what the government has on record regarding contracts awarded. That information is available to contractors so that the contractor can ensure their records and the government records are in sync.

MOCAS is admistered by Defense Finance and Accounting (DFAS) and Defense Contract Management Agency (DCMA) has access to the information. Contractor information is available for download each week, and Administrative Contracting Officers (ACOs) use this information to manage "Expiring Funds" and overage contracts.
