LPTA is a type of Best Value, with one important consideration, the proposal only looks for a minimum acceptable technical level.  Therefore, if a solution is far technically superior, however it costs more, then the award will go to the lower priced proposal, that has an inferior solution.  This distinction is very important to note.  In these types of awards, it simply must be the lowest price, that is technically acceptable.  If you solution is better, but cost more, you will not be awarded the contract.

So, in reality, having said above that LPTA is a type of best value, it really is not. LPTA, is really the minimum costs to the government within their technical requirements.
